Rocky View County (RVC) adopted its amended 2024 operating and capital budget during a special council meeting on Nov. 29, including a three per cent tax increase.
“Engaging with our residents was a cornerstone of this year's budget process,” said Kent Robinson, RVC’s executive director of Corporate Services via email on Nov. 30. “We implemented a multi-phase public engagement strategy, which included both digital platforms and in-person sessions, to ensure broad-based participation. This approach allowed us to gather valuable insights and feedback, which were integral in shaping a budget that is both responsive and responsible."
Key highlights in the budget, according to the County, include the investment in fire services equipment, development of Recreation Parks and Community Support facilities, with plans for Langdon and South Springbank community facilities, and infrastructure improvements at Blueridge Estates through the Lasso Trail Parking Lot project.
The construction of the regional pathway connecting Balsam Ave and West Bragg Creek Trail should also enhance transportation and recreational access for residents, the County stated.
During budget deliberations some members of the public came forward during a public input session and voiced their concerns about the amount spent on these types of recreational facilities throughout the county, as well as dollars spent on fire services.
In response to the budget approval, Mayor Crystal Kissel commended administration for presenting the annual budget early this fall and enabling its early approval.
"Each year, the annual budget identifies priorities, goals and initiatives that ensure the County is investing to serve the needs of our residents,” she said in the Nov. 30 news release. “As you will notice the 2024 budget has a different look and feel as we move away from not just the financial figures but are now including services levels. As a rate payer this will help you to better understand where your tax dollars are being spent.”
“After much discussion, I believe that council and administration have delivered a well thought out budget, I have confidence it aligns with council’s Strategic Plan and shows our commitment to continue investing in our communities."
The final budget will be reviewed and approved in the spring, followed by the tax rate being set and assessment notices mailed.
“This budget is a result of a comprehensive public engagement process and extensive council deliberations focused on addressing inflationary pressures and growth within the County,” the County stated in its Nov. 30 press release.
The County said the budget is expected to exclusively address the effects of inflation and growth in the County, and is designed to ensure the continuation of quality services without significant impacts on residents.
