Rocky View County administration will bring forward a new Special Events bylaw for council consideration, following concern raised by Councillor Jerry Arshinoff regarding cycling events hosted within the county.

Rocky View County council voted unanimously in favor of having administration develop a Special Events Bylaw following a Notice of Motion presented by Councillor Jerry Arshinoff July 12. The bylaw will enhance the regulations currently included in the Concert Bylaw, and would address the matters introduced in the Notice of Motion.

According to administration’s report, presented at the July 26 regular meeting, Arshinoff’s motion raised concerns with cycling events held in the county – specifically regarding garbage and traffic. Kent Robinson, general manager with RVC, said an updated bylaw would provide a “more robust” set of regulations relating to cycling events as well as all other special events hosted within the county.

“Currently, these types of events would be regulated through the County’s Concert Bylaw,” he said. “This bylaw is outdated and administration have been preparing a replacement bylaw for council’s consideration.”

Robinson added the proposed new bylaw may be brought to council this fall.

A resolution has been approved by council regarding a list of electors for submission to the Alberta Association of Municipal Districts and Counties (AAMDC) November 2016 convention. This resolution requests the Province of Alberta amend the Local Authorities Election Act (LAEA) to provide municipalities with a practical and economical option to use a list of electors for proof of elector eligibility.

In January, council directed administration to review the feasibility of implementing such a list, and according to Karen Jiang with RVC’s legislative services, the AAMDC resolution process is the “primary method” of formalizing the advocacy priorities of Alberta’s counties and municipal districts.

“After approval by a motion of council of the resolution’s sponsoring municipality, the resolution is reviewed at the district level for endorsement,” Jiang said. “After a resolution is district-endorsed, the resolution is considered by the AAMDC membership at a convention.”

Submissions will be voted on Oct. 16, and approved submissions will be presented at the convention from Nov. 15 to 17.

Council unanimously approved a request from the Town of Cochrane to allow the Town to acquire an interest in a portion of land within RVC’s jurisdiction, for the “complimentary and compatible” development of a future high school.

Rocky View Schools applied for a redesignation on a portion of the land March 2015, but third reading on the bylaw was defeated May 2015.

A document outlining RVC’s position, analysis and suggestions to the Modernized Municipal Government Act (MGA), a bill which proposes a number of amendments to the MGA that will impact the County, was approved unanimously by council.

These proposed amendments include the creation of a Growth Management Board for the Calgary region, but according to Richard Barss, acting intergovernmental affairs manager with RVC, many of the effects will not be known until the regulations are developed and enacted.

RVC’s response to the proposed amendments, including suggested revisions, will now be submitted to the Minister of Municipal Affairs.
