Delacour conceptual scheme approved

After a decision by Rocky View County council, a new conceptual scheme will guide the development of 480 condominium lots will surround the Canal at Delacour Golf Club.

The Fairways at Delacour – a new residential development – took a step forward after Rocky View County (RVC) council approved an amendment to the Delacour Community Area Structure Plan (ASP) and a conceptual scheme during a regular meeting Dec. 11, 2018. According to planner Xin Deng, the approved application would expand the ASP’s Golf Course Business Area for the Canal at Delacour Golf Club, allowing for a new multi-purpose building to support more community events and reflecting the current uses of an existing maintenance building. The current club house will continue to service the golf course, she said. According to applicant Bob Westcott, land use planner with Westcott Consulting Group, the “minor amendment” was intended to regularize the situation with the maintenance building and provide for a future golf course fitness training centre. The amendment also supports the Fairways at Delacour Conceptual Scheme, which would accommodate 480 condominium lots, along with the existing golf course and expanded golf-course business. “The conceptual scheme will provide a policy framework to guide future residential and golf-course business development,” Deng said. The proposed document is entirely aligned with the ASP, Westcott said, and added the community is comfortable with the statutory plan – although public consultation had not taken place since October 2015, when the last session was attended by 45 residents. “The community pointed out to us that this is an ASP that was prepared back in 2005 – it’s undergone the test of time,” he said. “The ASP itself enjoyed broad support, and there was a strong engagement from the community.” According to administration, the applicant did not feel it was necessary to hold a more recent open house, as the proposed conceptual scheme had not changed since the previous public engagement sessions. Administration’s report indicated the application had been re-circulated to adjacent landowners throughout June and July of 2018, and no responses were received. Area Coun. Jerry Gautreau expressed some unease that public consultation had not taken place more recently, but ultimately moved to approve the applications. “If we send it back for more public consultation…we’d probably get the same result,” Gautreau said. “This is in a hamlet, it’s supported by our County Plan, it’s supported by the ASP.” Both the ASP amendment and the conceptual scheme applications received three unanimous readings by council.
