Rocky View County council unanimously approved amendments to the Central Springbank Area Structure Plan (ASP) to include the Devonian Ridge Estates Conceptual Scheme, along with a corresponding land use redesignation, during a regular meeting June 11.
According to planner Jamie Kirychuk, the conceptual scheme proposes an 11-lot private community managed by a condominium corporation, providing single-family homes and amenities in the Springbank area east of Range Road 32 and north of Highway 1.
“The proposed lot sizes would range from 1.98 to 2.01 acres and would include a private internal road off of Township Road 251A,” Kirychuk said.
He noted the developer, Westhoff Engineering Resources, Inc., was unable to reach a servicing agreement with existing water distributors in the area, Emerald Bay Water & Sewer Co-op and North Springbank Water Co-op. According to administration’s report, the applicant submitted an aquifer analysis stating “theoretically, there is adequate groundwater” to supply all lots with sufficient water without affecting existing users. The applicant would be required to provide further reports at the subdivision stage and drill wells on all 11 lots, the report added.
“Administration recommends that the applicant and the utility operators continue to explore options at the future subdivision stage,” Kirychuk said. “If an agreement cannot be reached, individual wells may be supported with a successful well driller’s report for each lot and a Phase 2 Aquifer Analysis Report.”
Berry Farm
Council also unanimously approved a redesignation application which, according to planner Johnson Kwan, will facilitate the future creation of a 20.01-acre parcel with a 64.97-acre remainder southwest of Langdon. The applicant plans to use the land for a new berry farm and U-Pick operation, Kwan added.
