At the Jan. 27 regular meeting, Rocky View County (RVC) council unanimously approved a request from Springbank Park for All Seasons Agricultural Society to grant landowner consent to submit a development permit application. If approved, the development permit will allow the Park to complete stormwater drainage works, to mitigate potential water damage to the park’s facility.
Redesignations
Third reading was given to a redesignation application to facilitate a boundary adjustment with the neighboring parcel, which was also approved unanimously.
The land is located immediately west of Highway 40 and north of Township Road 264. The redesignation allowed the transfer of 3.13-acres from Ranch and Farm Two District to Farmstead District, resulting in a consistent land use and parcel size. Alberta Transportation will require the landowner to relocate the most northern approach south, aligned across from the existing approach on the east side of the highway.
The boundary adjustment involved the consolidation of the 3.13-acres with 1.87-acres from a neighboring parcel to create a 5-acre parcel, consistent with Farmstead District land use and parcel size.
On Feb. 10, a boundary adjustment was approved unanimously on four existing lots located within the Wagon Wheel Industrial Park in East Balzac, as a response to development demand. A development permit application has been submitted proposing a manufacturing facility on one of the newly reconfigured lots, and was dependent on the approval of the adjustment.
A portion of land located immediately east of the City of Calgary, on the north side of Highway 564, was unanimously approved to be redesignated from Ranch and Farm District to Residential Three District. The redesignation will facilitate the creation of a 15.12-acre first parcel out with a 124.57-acre remainder.
Agricultural subdivision
Unanimous approval was given on Feb. 10 to an application requesting the subdivision of a lot off Township Road 250, approximately 1.6 kilometres (km) west of the Springbank Airport. The subdivision creates one 77.67-acre parcel with a 77.67-acre remainder, located within the agricultural area of the County Plan.
At the Feb. 10 meeting, council approved another subdivision on agricultural land, located approximately 1.21 km south of Township Road 252, on the west side of Range Road 271. The application created a 40-acre parcel with a 40-acre remainder.
Borrowing bylaw
RVC council gave third and final reading to a bylaw to secure a $5-million line of credit. A borrowing bylaw is passed annually under RVC’s current banking agreement with Alberta Treasury Branch Financial (ATB), and according to administration, the additional funds are accessed “infrequently.” Instances where this money would be used include paying bills when invested funds have not matured, when grants have not been received, or when payment obligations are exceptionally high.
“This is kind of overdraft protection, and we certainly want to arrange for these lines of credit before you need them and not after you need them,” said Councillor Al Sacuta.
Agricultural Service Board
Unanimous approval was given to the Agricultural Service Board’s 2015-2017 Strategic Plan as presented, as no changes were made to strategic direction at this time.
