RVC council allows racing pigeons

Rocky View County (RVC) council gave third and final reading to a site-specific bylaw amendment that will allow a Conrich area landowner to continue keeping racing pigeons on his property.

The motion was passed 6-3, with opposition from Councillors Liz Breakey, Jerry Arshinoff, and Al Sacuta, who agreed with administration's recommendation to refuse the application. However, due to the argument provided by the applicant at the public hearing on May 26, council was persuaded to permit an amendment to the land use bylaw and to allow the landowner to keep his existing pigeon loft.

Council approved a boundary adjustment application that will allow for a land consolidation in compliance with a previously approved subdivision application to create a 10-metre wide panhandle to access two four-acre parcels located within the Bearspaw community. This application will consolidate 0.8 acres of land from the adjacent landowner in order to create the panhandle.

A boundary adjustment was also approved unanimously on land located west of Range Road 24 on the south side of Highway 772, creating a 153.69-acre parcel to the west and a 159.09-acre parcel to the east.

A first parcel out was unanimously approved by council on land located west of the Springbank Airport, on the east side of Highway 766, within an agricultural area of the County Plan. The subdivision creates a 54.48-acre parcel with a 105-acre remainder on land designated as Ranch and Farm District.

“There is no proposed change to the land use, the intent of the application is to create a parcel where a new home is to be constructed,” said Jessica Anderson, planner with RVC. “The proposal will just extend the existing driveway through both lots.”

A subdivision approved in December 2014 was amended unanimously by RVC council, as the approval condition for a new paved approach is not feasible due to onsite wetland. Instead, the landowner proposes to use the existing approach from the existing parcel to access the new 27-acre parcel and the 113.91-acre remainder. A right-of-way plan and an access easement will be required on the title of both parcels, which are located south of Irricana on the east side of Highway 9.

Third reading was given to redesignate a portion of land located on Range Road 274 southeast of Delacour from Ranch and Farm District to Farmstead District. The redesignation allows for the subdivision of a 4.34-acre parcel with a 155.66-acre remainder, which also received unanimous approval.

Another Ranch and Farm to Farmstead redesignation was passed unanimously on land located south of Highway 566 to the east of Range Road 284 near Balzac. This redesignation facilitated a unanimously approved subdivision, creating a seven-acre parcel with a 100.27-acre remainder.
