RVC approves funding requests for Community Recreation Grant program

The board, which consists of nine elected officials, met on Oct. 23 and considered requests for funding through the County’s Community Recreation Grant program.

RVC council approved a grant not to exceed $10,000 from Springbank Park For All Seasons’ Public Reserve account for an exterior lighting project which complies with dark sky principles - light where you need it, when you need it, and no more than necessary.

The Waterline Phase 2 project, approved by council in April 2014, will receive funding not to exceed $15,000 from the Regional General Account to the Springbank Park For All Seasons and Springbank Community High School site detailed design engineering project. Rocky View Schools, a partner in the project, will receive funding not to exceed $10,000.

Conditions to approval stated formal approval must be received from the County on any engineering designs and prior to any tendering, and the 2014 Springbank Master Stormwater Drainage Plan must be completed prior to construction, unless otherwise directed by the County.

The Community Recreation Regional funding was also approved, not to exceed $46,250 or 25 per cent of the project cost from Spray Lake Sawmills Recreation Park Society’s section of the public reserve to support the replacement of artificial turf at the main facility, and a dehumidification system at the Cochrane Arena.

Third Reading

As a follow up to a public hearing on Oct. 28, RVC council gave third reading to bylaws to amend the Calgary-Chestermere Corridor Area Structure Plan (ASP), and to adopt the new Janet ASP and rescind a portion of the outdated Shepard ASP.

Lands affected by the Janet ASP will be removed from the Calgary-Chestermere Corridor ASP and the Shepard ASP, leaving lands excluded from Janet still covered by Shepard. Third reading passed unanimously for both bylaws.

Boundary Adjustments

RVC council unanimously approved a boundary adjustment between two parcels of land near Delacour, 0.41 km south of Highway 564 and on the west side of Range Road 275.

The adjustment will create a 2.99-acre parcel and a 155.98-acre parcel, allowing the applicant, Bruce O’Donnell, to include the existing shelterbelts and fencing along the north and west boundaries of the parcel.

The lands are within the agricultural area of the County Plan and was consistent with policy.

A boundary adjustment to lands located within the Watermark development was also approved unanimously by council on Nov. 12.

The application will create a 0.106-acre parcel and a 0.084-acre parcel located approximately 1.61 km south of Highway 1A, on the west side of 12 Mile Coulee Road.

Without the property line adjustment, the proposed dwelling type would not meet the minimum required side yard setback.

First Parcel Out

Council approved a subdivision on land located immediately east of the Municipal District of Bighorn, 0.8 km south of the intersection of Highways 1 and 68, creating a 19.10-acre parcel with an undeveloped 171.47-acre remainder. The application is consistent with the County Plan, and administration recommended approval.

Land Use Redesignation

A land use redesignation was given third reading to redesignate land located at the southeast junction of Township Road 274 and Range Road 285 from Ranch and Farm District to Farmstead District.

This redesignation facilitated council’s unanimous approval of a subdivision on the same property, creating a 4.7-acre parcel with a 152.75-acre remainder.

Third reading was also given to a land use amendment to create a Farmstead parcel located approximately 2.4 km east of the City of Airdrie, 0.8 km south of Township Road 274, and on the east side of Range Road 285. This area of the County is predominantly agricultural.

A subdivision application on the same land was also unanimously approved by RVC council, creating a 10-acre first parcel out with a 150-acre remainder.

RVC council unanimously approved an application to redesignate a portion of land from Ranch and Farm District to Farmstead District, in order to facilitate a boundary adjustment, which was also approved unanimously.

Located at the northwest intersection of Range Road 10 and Township Road 291, the land will now contain a 10-acre parcel and a 110-acre parcel. The applicants, Donald and Merle Mason, intend to continue to use the land for horse paddocks, but may add garden plots as well.

The applications were consistent with surrounding land uses.

Redesignation was also unanimously approved for a first parcel out on land located northwest of Cochrane Lake, 0.8 km south of Weedon Trail and on the west side of Range Road 44. The application redesignates a portion of the land from Agricultural Holdings District to Ranch and Farm District, to facilitate the subdivision of a 79.9-acre parcel with a 79.88-acre remainder, which was also unanimously approved by council. The application is consistent with the County Plan and the Cochrane North Area Structure Plan.
