RVC 2014 Financial Report shows nearly $7 million operating surplus

The 2014 Audited Financial Statement was unanimously approved by Rocky View County (RVC) council on April 28, transferring the 2014 operating surplus of $6,982,829 to the Tax Stabilization Reserve.

This amount is derived from expense savings and an increase in revenue collection, and will be used for council’s consideration of future service delivery enhancements or identified project funding.

“The tax increase is representative of the current year’s budget, but the surplus in the financial statement is the result of last year’s activities,” said RVC’s Manager of Business Services Barry Woods. “The two shouldn’t co-exist.”

Boundary adjustment

Council unanimously approved a boundary adjustment on land located south of Springbank Road, on the west side of Westbluff Road, creating a 4.7-acre parcel with a 13.78-acre remainder. Both parcels are currently vacant, but the boundary adjustment will facilitate a better building site for future development on the land.

Third reading

A redesignation application on land located at the southwest junction of Highway 567 and Range Road 24 was unanimously approved by council at a public hearing on April 28, from Ranch and Farm District and Farm Three District to Residential Two District and Ranch and Farm District. The redesignation will allow for the subdivision of a five-acre parcel with a 160.78-acre remainder.

Third reading was also given to an application to redesignate land from Ranch and Farm District to Ranch and Farm Three District and Ranch and Farm Two District, to create a 39.8-acre parcel with a 79.6-acre remainder. The land is located within the Balzac East area, south of Highway 566 and on the west side of Range Road 291.

“There is no commercial use being proposed today, simply the creation of two titles,” said Deputy Reeve Lois Habberfield. “We’re not developing at this point. We are creating two titles, which is allowed under the County Plan for agricultural lands, and this land currently has agricultural zoning.”

Public hearing recessed

The public hearing for a redesignation on land located south of Highway 567 on the east side of Range Road 284 has been recessed as the applicant was not available to answer questions from council at the public hearing on April 28. A new hearing date has not been announced as of press time.

Remuneration policy

Council approved the Council Committee Remuneration Policy on April 28, following a recommendation from the Policy and Priorities Committee’s meeting on April 7. The approved policy will capture all committee per diems and mileage into a single document for ease in tracking and amending per diem and mileage in the future.

Terms adopted

A terms of reference was unanimously adopted by council on April 28 for an Aggregate Management Plan. The plan will identify gravel deposits and address how they should be mined, in compliance with the Land Use Bylaw, and according to administration, will be prepared through consultation with residents, industry, and stakeholders. The first phase of the plan involves preparing background and supporting materials, and is expected to be completed by the end of 2015.

Report presentation

The 2014 Agricultural Service Board report was presented to council on April 28, providing a comprehensive summary of all the activities and achievements of the board and staff. The report was approved unanimously to meet the Government of Alberta’s grant reporting requirement.
