Rocky View council approves redesignation of nine residential lots

Rocky View council unanimously rezoned nine residential lots in the proposed Springbank community of Partridge Estates, Jan. 21.

The 18-acre agricultural parcel is located 2.4 kilometres south of Highway 1, east of Range Road 31 and north of Springbank Road.

Surrounding land uses are country residential to the south and a combination of residential and agricultural lands to the north, east and west.

Private sewage will be required for the area and Jack Donahue, the applicant, presented sewage options during the meeting.

He said the lots will come with a packaged sewage treatment system involving a septic tank, secondary treatment unit and dispersal field.

The land has an existing approach from Springbank Road that will be removed and replaced with a cul-de-sac off of Springbank Road.

The intersection of this road will be set back 300 metres from the intersection of Range Road 31 and Springbank Road.

Thirty letters were submitted for the project, two of which were opposed. However, the two people opposed changed their opinion before the meeting Jan. 21 after speaking with Donahue about their concerns, according to a staff member.

“The applicant had a stellar presentation, addressed a lot of our questions … this fit well with the area structure plan, it accommodates the area’s wishes and he worked hard to get the community by-in,” said Councillor Margaret Bahcheli, who motioned for first reading.

Line of credit

Council gave three readings and adopted a bylaw which will allow County staff to negotiate a $5-million line of credit.

The line of credit will be used for paying bills when invested funds may not have matured, when grants have not been received or when payment obligations are exceptionally high, a report to council explains.

“This is important … in case we have any incidentals with cash flow,” said Deputy Reeve Paul McLean.

The County will apply to ATB financial for the line of credit.

Schools waterline

Council approved funding not to exceed $450,000 from the Rocky View School’s section of the public reserve to help fund a waterline from CalAlta Waterworks Ltd. to Springbank High School.

The money was taken from public reserves that are held by the County for the school.

When Councillor Al Sacuta asked staff if the County had any involvement in constructing the waterline, staff said no.

Rocky View Schools board of trustees approved the water supply and waterline construction agreements with CalAlta Waterworks Ltd. and the waterline construction cost-sharing agreement with the Springbank Park For All Seasons on Dec. 6.

For their share of the project, Rocky View Schools is requesting a draw on their public reserve.
