Grant funding approved by Rocky View County

Rocky View County (RVC) council unanimously approved the 2015 Specialized Transportation Assistance Grant funds totalling $206,200 after reviewing recommendations from the Policy and Priorities Committee at its meeting May 26.

This grant is intended to subsidize transportation costs for medical or therapeutic appointments for seniors and persons with disabilities who reside in the county.

The Rocky View Handi Bus Society will receive $199,100 to help cover operational services, $2,100 will be allocated to the Bragg Creek Snowbirds Seniors Fellowship Society, and another $5,000 will be divided among qualified individual applicants.

Council also unanimously approved the 2015 Emergency Management Program, as presented to the Policy and Priorities Committee on May 5.

The 2015 operational recreation levy funding of $700,812 was approved by council as well, providing financial assistance for a variety of operational needs to district community organizations throughout the county.

The funding comes from the annual tax allocation of $150 per household, as included in the 2015 operating budget. The remaining $398,688 will be allocated to the capital accounts of each individual district Recreation Board.

Council voted unanimously to give third reading to an amendment to a road closure bylaw passed in September 2013. The amendment will allow a boundary adjustment between five Bragg Creek landowners to resolve a “historic access issue,” according to administration's report.

“At the time the original bylaw and report were created, it was not included that there were two overlapping road plans within this area,” said RVC Administrative Assistant Angela Pare.

“Alberta Land Titles registered (the bylaw) and associated plan, but have now realized that the second road plan was missing in the description and have denied registration of the associated subdivision plan until the description has been amended.”

Another portion of an unused road allowance, approximately 4.38 acres of Old Banff Coach Road, received unanimous approval for closure following a public hearing May 26.

This will allow the applicants, Cornel and Patricia Yarmoloy, to proceed with a subdivision that was approved in October 2014 without the requirement of a road crossing agreement.

Bragg Creek tax relief

Third reading was also given to a bylaw allowing tax relief for Bragg Creek properties that are still uninhabitable after the 2013 floods, through the Southern Alberta Flood Response Program. Property owners who lost either their homes or businesses in the flood either permanently or for a period of more than 90 days are eligible for a refund through the three-year program, which is currently in its second year.

Tax refunds will be mailed to property owners upon approval of the bylaw and submission of the grant application form to the province for the reimbursement of the funds, for a total amount of $42,059.43.
