RCMP were tipped off to the criminal activity in, when members received a complaint from Aboriginal Affairs and Northern Development Canada (AANDC), formerly Indian and Northern Affairs Canada (INAC).
AANDC reported that someone had falsified documents during a grant application and that after an internal audit several suspicious aboriginal business development grant applications had been uncovered.

Upon handing the investigation over to members of the RCMP Calgary Commercial Crime Section it was confirmed that these business projects did not exist.
