Consultation on potential road-widening approved

Rocky View County (RVC) council unanimously approved Mountain View County's request for written approval to consult and negotiate with landowners for a potential road-widening project along Township Road 292 (between Range Road 22 East and Range Road 13). A total of 12 parcels with 10 owners may be affected by this project, which would require a combined 10.44 acres from all lots.

The Langdon Community Garden Society's request to be added to RVC's insurance policy was approved unanimously by council. The society is eligible for coverage under the County's ‘Additional Insured' policy, which currently provides coverage to 24 community groups throughout the county. The society will be required to reimburse the County for its portion of the yearly total cost of insurance.

“It is quite a mixed bag of folks that we have, ranging from community associations to even a search and rescue group out of Cochrane,” said RVC General Manager Kent Robinson. “We do have specific criteria, like they have to be a registered non-profit, to qualify.”

An extension has been unanimously approved to a borrowing bylaw for the East Balzac Regional Water System, adding another 10 years to RVC's repayment period.

In October 2009, council approved a borrowing bylaw in the amount of $28 million to finance the construction of the East Balzac raw/treated water reservoirs, water treatment plant and other critical water infrastructure. According to administration's report, the County only required a borrowing of $21.3 million, with the balance of the project funded by water contributions.

“(The bylaw) was a short-term borrowing, with a repayment period of five years,” said Barry Woods, manager of financial services with RVC. “As development has not been consistent through this five-year period, administration finds it necessary to extend the repayment term for a further 10 years.”

Administration's report states $9.7 million has been paid back to date, and the additional 10 years will ensure the full repayment of the outstanding debt.

Unanimous approval was given to an agricultural first parcel out on land located southwest of the hamlet of Bottrel, south of Township Road 282 and immediately west of Horse Creek Road. The subdivision creates a 50-acre parcel with a 109.97-acre remainder.

A residential first parcel out was also approved unanimously, creating a 10-acre parcel with a 150-acre remainder on land located southeast of Irricana. A house is being constructed on the new lot, with existing access to Range Road 262.

Council unanimously approved a boundary adjustment on a lot located in East Balzac on Wagon Wheel Way, south of Highway 566. The adjustment creates one 3.6-acre lot and one two-acre lot within a previously approved subdivision within the Ham East Conceptual Scheme.

By a vote of 7-1, with opposition from Councillor Greg Boehlke, approval was given to an application to subdivide a section of land located immediately east of the City of Chestermere, on the west side of Range Road 281A. The subdivision creates a 2.47-acre lot with a 5.03-acre remainder.

The subdivision requires a restrictive covenant for a development setback requirement on a 28-metre strip of land along the western portion of the property, indicated by Alberta Transportation. According to administration, this restrictive covenant will protect the land for future Highway 1 and Highway 1A interchange improvement.

“(The applicants) have been waiting almost three years to get this done,” said Area Councillor Earl Solberg. “I think it's prudent to go ahead with it as it is.”
