Rocky View County (RVC) council approved the 2015 Audited Financial Statements, as presented by Financial Services Manager Barry Woods and external auditors MNP. According to Woods, the audit shows an operating surplus of about $7.6 million – the result of expense savings and an increase in revenue collection, he said. The surplus has been added to the tax stabilization reserve.

“I will pat administration on the back,” said RVC Reeve Greg Boehlke. “To have an audited statement come in that is basically flawless – I didn’t see any areas of concern that the auditors picked up, so good job.”

RVC’s new Stormwater Off-Site Levy Bylaw was given third reading, with amendments including an improved map, definition for the Co-operative Stormwater Management Initiative (CSMI) and a reference to the CSMI Water Balance Report 2015, which provides the background information for the levy.

The CSMI, a partnership between RVC and Chestermere, Calgary, Wheatland County, Strathmore and the Western Irrigation District, was created to find a viable solution to stormwater drainage on the east side of the county. According to administration’s report, the bylaw will establish a base levy of $5,466 per gross acre for developable lands within the area identified on the map, which can be viewed on RVC’s website at rockyview.ca

A local improvement tax bylaw to pay for completed upgrades to the water distribution system for the Blueridge Rise Community was given third reading by council, and will account for an additional $29,094 per year – paid by the 18 benefitting property owners.

According to administration’s report, council accepted a local improvement tax petition from the community in September 2011. The total cost of the project was $530,100, and the tax will be collected over 25 years.

“This bylaw is simply the finishing touch to a local improvement tax that we already started,” Councillor Bruce Kendall said.

A special tax was also approved for the hamlet of Langdon to assist in the quality and delivery of recreation services. The total amount of $88,515 will be used to offset the costs associated with the development, repairing and maintaining of community parks, open spaces, recreational facilities and programs.

Council unanimously approved a residential first parcel out on land northeast of the City of Airdrie, located at the junction of Highway 72 and Range Road 284. The redesignation from Ranch and Farm District to Residential Two District will facilitate the creation of a 4.13-acre parcel with a 152.77-acre remainder.

Two subdivisions were also unanimously approved on land located in Springbank and in Langdon. The first subdivision, at the east junction of Lower Springbank Road and Range Road 32, creates a 4.6-acre parcel with a 48.31-acre remainder. The second application creates 14 hamlet residential lots, four public utility lots and one back lane at the northeast intersection of Colwell Street and 2nd Avenue, south of Langdon Park.
