County hopes to address flooding concerns

Following an emergent motion from Councillor Eric Lowther for Rocky View County (RVC) to take action to lower water levels in a pond on Meadow Drive, administration was directed to seek permission from Alberta Environment and Parks to address the potential flooding concerns.

“I’m grateful that County staff have been working towards a long-term solution for the water issues on Meadow Drive and we are making progress,” Lowther said at a council meeting Oct. 11.

“This summer, we had a lot of late rainfall and the water in this primary pond is higher than it’s ever been in the fall. The high water has already caused some private property damage.”

Administration will return at a future council meeting with a proposed budget, should that permission be granted.

Council refused a redesignation application which could “significantly fragment and impact the agricultural landscape” near Highway 1A and Highway 40, according to planner Jamie Kirychuk.

Kirychuk’s report said the proposed redesignation would allow for further subdivision of the area, which would be in direct conflict with the County Plan’s policy to direct new growth to “designated development areas.”

The applicant’s intent, according to the report, was to create a 20.6-acre parcel with a 20.6-acre remainder to allow for future residential development.

Area Councillor Bruce Kendall moved to refuse the application, as recommended by administration. Despite opposition from Lowther and Reeve Greg Boehlke, his motion was carried 6-2. Councillor Jerry Arshinoff was not present at the meeting.

An amendment was passed unanimously allowing for an increase in the size of individual accessory buildings in Hanson Park within the hamlet of Langdon. The proposal was brought forward following Area Councillor Rolly Ashdown’s Notice of Motion in June requesting the amendment, which will not increase the amount of accessory buildings nor the total building area for all accessory buildings.

“The proposed amendment will allow further options for residential development within the hamlet and is supported by the general policies of the Langdon Area Structure Plan,” Kirychuk said.

Council also unanimously approved a site-specific amendment to allow two existing upper decks on a residential building to remain.

According to planner Jessica Anderson, the site is suitable for the existing development, which is consistent with the policies within the community of Cochrane Lake.

A subdivision was approved unanimously on land near Bragg Creek, west of Range Road 54 along Township Road 232. Four parcels will be created with the subdivision – a 4.5-acre parcel, a 5.37-acre parcel, a 5.5-acre parcel and a 4.63-acre parcel.
