RVC to prepare inventory of fee simple lands

Rocky View County (RVC) administration will review all fee simple lands – property owned outright by the municipality – and report back to council on the current and future use of each parcel.

The direction followed administration’s July 9 response to a notice of motion, read by Coun. Kim McKylor during council’s June 25 meeting, resolving administration prepare a complete list of surplus fee simple lands to be sold, directing the funds toward recreation projects in RVC.

According to Municipal Land Administrator Corey Graham, the County owns 108 fee simple parcels – seven of which, deemed high-value, are currently on a work plan for the sale of surplus land. He added a significant portion of fee simple lands are less than two acres in size and would be revenue neutral if sold.

“Traditionally, proceeds from the sale of fee simple lands go to the tax stabilization reserve,” Graham said.

McKylor expressed a desire to understand the big picture regarding RVC’s fee simple land use, and made a motion directing administration to compile a complete list by Nov. 12.

“I don’t know if we’ve actually had that top-down look, as a council, to say, ‘What’s sitting on the asset sheets?’…. I continue to believe council needs to have a holistic view of the world, and not just what’s presented once a year for consideration,” she said.

Her motion was carried 6-3, with Couns. Crystal Kissel, Kevin Hanson and Samanntha Wright opposed.

“I agree I would like to see a list, I’m just not sure we want to include every road,” Kissel said.
