RVC to explore joint Highway 1 ASP

Following direction from Rocky View County (RVC) council, County administration will explore a developer-funded joint ASP with Wheatland County, the City of Chestermere and the Town of Strathmore for the Highway 1 corridor, and report back on feasibility and potential revenue-sharing models between the municipalities.

The decision, passed by a vote of 8-1, stemmed from a Notice of Motion presented by Coun. Jerry Gautreau and Deputy Reeve Al Schule during a meeting June 11.

“Based on the motion, intermunicipal collaboration incorporating a few meetings with Wheatland, and some landowner outreach to invite interest from developers, would be required to provide a reasonable picture of feasibility,” said Matthew Wilson, manager of Planning Services.

According to Wilson’s report, RVC is already working on two projects that will amend or prepare statutory plans affecting lands in the area – the Conrich Area Structure Plan and the County Municipal Development Plan. He also noted administration already has a full work plan for 2019.

Coun. Samanntha Wright was the only councillor to oppose the motion, questioning why council would pursue the project with a full review of the County Plan pending.

“Wouldn’t it be more prudent to have our residents weigh in and affirm this is, in fact, where we want to go next?” she asked.

Wilson noted those considerations would be taken into account by administration as it explored the feasibility of the project.
