Neighbouring municipalities work with council to develop framework

Council was presented with draft Intermunicipal Collaboration Frameworks (ICF) and Intermunicipal Development Plans (IDP) with Mountain View County (MVC) and the Municipal District of Bighorn at the June 11 meeting, to ensure the documents reflect council’s vision.

ICFs identify how municipal services are delivered between adjacent municipalities, said Senior Planner Stefan Kunz, while IDPs are planning documents that aim to minimize land use and development conflicts while providing opportunities for collaboration.

The IDPs maintain local autonomy over the areas, Kunz said, and recognize the areas are mostly agricultural with low growth pressure. According to Nesreen Ali, with RVC Intergovernmental Affairs, the ICF for MVC sets out guidelines for collaboration for solid waste, emergency management and agriculture. With Bighorn, she added, RVC will collaborate on emergency service, water and wastewater, transportation and agricultural services.

The documents will now be circulated to area residents and agencies for comment, and final drafts will be presented to council at a public hearing in the fall, Ali said. Approval from the Calgary Metropolitan Regional Board (CMRB) will be required before the documents can be given third reading.
