Rocky View County (RVC) council voted May 28 to amend two bylaws affecting its boards and committees.
According to the Agricultural Pests Act and Weed Control Act, each municipality must establish or appoint a panel to hear and decide on appeals under that legislation, said Tyler Andreasen with the Municipal Clerk’s Office. In the past, RVC has authorized the Subdivision and Development Appeal Board (SDAB) to consider those requests.
“Administration is proposing an amendment to the Appeal and Review Panel Bylaw to designate the Enforcement Appeal Committee as the appeal body to hear and decide on appeals under the Agricultural and Weed Control Act,” Andreasen said. “Administration is also recommending an amendment to the Boards and Committees Bylaw to allow council to vary the term of office for members at large to allow for staggered appointments.”
The benefit, he said, will be long-term continuity in the decision-making of a board or committee. Without staggered appointments, he added, it’s possible for the entire membership of a board or committee to turn over with one round of appointments.
Both amendments were approved unanimously.
Agricultural Subdivision
Council unanimously approved a subdivision application to create a 40-acre parcel with an equivalent remainder in an agricultural area of RVC southwest of Cochrane, north of Township Road 252 and east of Range Road 50. According to planner Paul Simon, the applicant plans to undertake a new livestock operation.
Coun. Daniel Henn, a member of the SDAB, said he wished to sit on that board if the decision was appealed, and therefore recused himself from the deliberation.
