Schlichenmayer redesignation and MSDP tabled until further notice

A redesignation and Master Site Development Plan (MSDP) application for an RV storage will have to wait for approval, as Rocky View County (RVC) council voted to table the items to allow the applicant to align with the Canna Park Conceptual Scheme.

At a regular council meeting Oct. 6, planner Jessica Anderson said the application to redesignate the subject lands from a rural residential district to light industrial district didn’t comply with the Janet Area Structure Plan (ASP) and should be refused.

“Technical considerations including traffic, stormwater and site developability have not been adequately addressed by the applicant at this stage," she said. "The applicant has not prepared a comprehensive local plan to guide development in accordance with local plan boundaries set by the ASP.”

The RV park is proposed to be built on 10 acres of land located almost one kilometre south of Township Road 240 and on the west side of Range Road 284, just outside Chestermere.

Larry Schlichenmayer, the owner of the property, said he is seeking the redesignation so that he can do something with the land, adding the end goal would be an RV storage site.

On behalf of Schlichenmayer, applicant Bart Carswell with Carswell Planning Inc. argued the proposal met the intent of the ASP to transition the area to industrial uses. He also said it’s difficult to determine technical considerations like traffic without a specific land designation.

He added technical considerations would be easier to plan at the development permit stage when the applicant has a better idea what the development will actually look like.

“The idea of an RV storage is just one scenario,” Carswell said. “Stormwater becomes an issue because we aren’t sure what the layout is going to be with any buildings. We aren’t sure how many areas will be paved.”

Carswell said the proposal is compatible with surrounding areas and added neighbours support the proposal.  According to council’s agenda report, 149 adjacent landowners were notified of the proposal and nine letters of support were returned.  There were no mentioned letters of opposition.

Area Coun. Jerry Gautreau moved to table the items sine die, meaning no date was set. The vote was carried unanimously.

“This is in a transitional area,” Gautreau said. “This area has been a challenge for RVC for some time.”
